SENIOR PROPERTY MANAGER / REGIONAL MANAGER- Our client seeks a solid Senior  Property Manager that is capable of handling a newly developed  affordable  property in Los Angeles upon hire and be able to grow into a more senior position building out and running this division for the company. Our client is a very strong multifamily developer with approximately 1,500 units in their development pipeline in Los Angeles. 

Note: Affordable housing/section 8/subsidy programs background is very important.

Required Experience:

  • Must have a minimum of 5 years’ Property Management experience.
  • Bachelor or equivalent is required.
  • Must have experience with Excel data entry.
  • Must be proficient using Microsoft Word
  • Must have experience using Yardi/AppFolio/Entrada
  • Must have experience and knowledge working with local laws relating to affordable housing/section 8/subsidy programs.

Responsibility for day-to-day operations:

  • The Property Manager oversees the day-to-day operations of the property.
  • Must conduct pre-move out, move-out and move in inspections to ensure units are being documented.
  • Manages the Day-to-Day Administration task of the Property.
  • Ensure compliance with regulatory requirements, which includes posting all licenses, permits, notices and occupancy permits required by federal, state and local jurisdictions, and preparation and submittal of reports in an accurate and timely manner.
  • Monitor financial condition of buildings, including expenditures and participate in planning the buildings budget.
  • Adhere to all accounting and reporting procedures.
  • Manage the operations of the buildings which includes and is not limited to supervision of Assistant Manager, Maintenance Technician, Maintenance Supervisor including any vendor or temporary personnel working at the properties and ensure completion and quality of product provided.
  • Ensure consistent application of property rules and regulations, lease and lease addendum and documents and reports all violations.
  • Perform annual or more frequent inspections of units and follow up with notices, preparation of work orders and maintenance chargebacks to residents.
  • Manage resident evictions in compliance with court order and directions from legal counsel and approved by the Property Director
  • Supervise and schedule of routine and preventive maintenance and custodial work and complete regular follow up inspections on maintenance and custodial work.
  • Ensure timely completion of work orders and turnover of vacant units.
  • Walk vacant units regularly and when completed by maintenance personnel or vendors to ensure they are clean and ready to show and walk entire property daily to ensure the common areas, landscaping, and laundry are in good safe condition.
  • Maintain an emergency plan to respond promptly to site emergencies and complete an incident report and forward it to Asset Director within 24 hours of emergency.
  • Ensure that all property staff at site understand and adhere to policies and procedures and respond to all resident requests or complaints in a timely, efficient, and courteous manner.
  • Delegates duties as needed.
  • Collect rents and other monies; ensure that all transactions are processed and input accurately and completely in YARDI; and complete daily deposits of all monies collected.
  • Review all delinquent accounts and resident receivables, and determine necessary course of action to collect outstanding balances in consultation with the Asset Director
  • Ensure that all rent collection policies are followed including service notices to pay rent.
  • Actively participates in assessment, development, and disciplinary actions for all employees.
  • Maintain a businesslike and professional appearance.
  • Exercise common sense, good judgment, consistency, and self-control in day-to-day contact with residents, employees, and prospective applicants and in other business-related matters.
  • Maintain amiable relationships with all residents, and adhere to Fair Housing, Equal Employment and Equal Housing Opportunity requirements.

Responsibility for leasing:

  • Prepare vacancy forecast and submission to subsidy program.
  • Review all completed rental applications and leases.
  • Conduct unit tours and applicant interviews which include verifying potential resident income, credit, background check and program.
  • Process, complete, and maintain accurate resident files at move-in and at each recertification within established regulatory guidelines.
  • Maintain a high level of occupancy for the program and project and ensure that all units are leased while capturing the highest allowed rents.
  • Market units in accordance with an approved marketing plan which considers all federal, state, local and regulatory requirements.

Initial property to be overseen by the Senior Property Manager:

  • This property’s characteristics reflect our client’s core values: a high quality, amenity-rich, transit-oriented development offering a mix of subsidized and non-subsidized workforce housing at affordable rent levels.  Community-serving features include a grilling area, green space with picnic tables, a landscaped courtyard and business center. In accordance with the City of Los Angeles’ Transit-Oriented Communities guidelines, the development’s bicycle storage and close proximity to the E Line promote mobility options for residents.

Compensation: Competitive Base + bonus and benefits.
