Applicants should have a bachelor’s degree and 5 to 10 years of experience in FOR PROFIT AFFORDABLE HOUSING development, focusing on multi-family and/or affordable housing project management. Alternatively, a master’s degree in a related field with 3 to 8 years of relevant experience is acceptable. Affordable Housing experience is the lead candidate.
Candidates must demonstrate their capability in managing projects from acquisition through financing and construction to operations, providing specific examples from multiple developments. Experience with Section 42 housing and 4% Bond transactions in California and/or Texas is a plus. Candidates should be skilled in the MS Office Suite, including Microsoft Project and Excel, and recognize the importance of detail-oriented tasks for long-term business success. Responsibilities for project success start with the Land Acquisition sign-off and continue until the receipt of form 8609. This role reports to a Senior Management Team member.
Responsibilities
- Lead the Dallas office and manage other Project Managers.
- Analyze sites for development opportunities in California and in Texas (based on the Texas Department of Housing and Community Affairs’ QAP and local funding).
- Conduct site inspections, identifying opportunities and risks. – Facilitate project partnerships and land escrow closings. –
- Oversee a development team, including an Acquisition Manager, Project Manager, and others.
- Manage acquisition and construction financing closings.
- Handle tasks to obtain entitlements, including meetings, applications, and coordination with the design team.
- Ensure timely receipt of project plans and specifications across corporate departments. –
- Prepare project proformas and conduct feasibility analyses. – Represent the organization at City Council and Planning Commission meetings.
- Research financing sources and develop funding application strategies.
- Monitor project budgets, cash flow projections, and schedules.
- Secure necessary approvals from regulatory agencies.
- Promote high-quality development aligned with client’s long-term goals.
- Maintain relationships with external stakeholders and the Asset Management Department.
- Attend interdepartmental and general corporate meetings as needed.
- Provide monthly and annual financial reports on projects.
- Complete additional assigned tasks as necessary.
Education and Experience:
- Required experience in land acquisitions, entitlements, Section 42 project financing, and acquisition/construction financing.
Abilities:
- Strong team management in an office setting.
- Proficient in affordable housing financial feasibility analysis (4% and 9% TDHCA).
- Independent, motivated, and excellent communication skills.
- Experience in land use planning and financing feasibility.
- Public speaking and presentation skills.
- Quick learner of local approval and entitlement processes.
- Skilled in assessing financial feasibility with various funding sources.
- Ability to multi-task in a fast-paced environment. – Strong organizational and problem-solving skills. – Effective team leadership and motivation.
Position Location and Travel:
- Based in Los Angeles California with travel required to TEXAS.
